An agency that cannot market itself probably cannot market your business. Check their Google ranking for their own competitive keywords. Do they rank for digital marketing agency San Diego or are they on page three? Look at their website: does it convert well, load fast, and demonstrate the principles they claim to apply for clients? An agency that ranks well and publishes genuinely useful content is demonstrating their skills in the most honest way possible.
